This is one of two rackets in Downtown. You can weaken it after you speak with Donovan in the "Compromised Corruption" story mission. The main objective of the mission is to remove the enemy lieutenant Jimmy Cavar from his position. You can weaken the business by using various methods that are described below.

Important - Before you start weakening this racket, you should install wiretaps in all boxes in Downtown. While doing it you must be careful since two boxes are located in restricted areas - on the police station (above picture) and in the alley guarded by gangsters (you can easily avoid them by walking through the garage). Once near the enemies, you can kill or distract them, for example by using Screaming Zemi. In addition to that, in case of the box on the police station area you should avoid being detected - otherwise all nearby enemies and reinforcements will quickly swarm you. Additionally, while dealing with the box in the police station, you can use the services of the Police Dispatcher, however, that particular action will require you to sacrifice one marker. In exchange, the policemen will not react to Lincoln's actions for 2 minutes, and you will be able to break into the box without any issues.

Meeting with Lennie Davis

Interrogating cavar's foreman, destroying the stock of construction materials, destroying the trucks with construction materials, destroying the crane on the construction site, stealing cavar's money, murdering cavar's enforcers, initiating a confrontation with cavar.

Lennie can be found in one of the buildings in the eastern part of the district. Speak with him about the possible ways of weakening Cavar's racket.

This objective isn't different that other interrogations that you could have performed in previous missions. A group of gangsters is positioned near the foreman (important - there is a sentry among them). You can eliminate or avoid them. After interrogating the foreman you can kill or recruit him.

This is one of the lesser objectives of this mission. You can find construction materials in places marked on the map or in locations related to other mission objectives. You can use guns to destroy them, but Molotov's cocktails will be effective as well (especially if you don't intend to get close to enemies guarding the supplies).

This objective is similar to the previous one - once again you must destroy construction materials. You can find parked trucks while completing other objectives related to this mission. In addition to that, you can find them while traveling through Downtown. In the latter case you should block the road of the trucks and kill the driver or shoot down the tires to force the truck to stop. No matter how you stop the truck, you should use grenades for blowing it up.

The construction site is a large location filled with workers (they are neutral towards Lincoln) and gangsters. You can enter the area from many sides, for example by jumping over the fence. Lincoln must plant the explosives on the blue tank at the base of the crane - it is shown on the picture.

Avoid any confrontation both on your way to the place and after planting the explosive since the protagonist must leave the area before the explosive is detonated. If you are detected, don't let the enemies surround you and don't let the sentries call for backup. Destroying the crane will weaken the construction business by 25 thousand dollars.

You will learn about this mission objective by interrogating the foreman. Go to the much smaller construction site under the highway. There are only a few enemies nearby, you can easily kill or avoid them. The money you seek (10000 dollars) is lying on the desk in the small building shown on the picture.

You can kill two enforcers. Marlon Boudreaux is sitting on a chair in one of the side alleys. You should sneak up nearby (watch out for at least one sentry) and kill him with a headshot from distance or throw an explosive surprise at him.

"Geezer Cruzat" is on the courtyard, surrounded by larger number of opponents. You can lure them away one after another or use a direct approach. In case of the latter method you can also destroy the nearby construction materials.

Once you weaken the construction racket enough (actions related to Cavar are marked with red points on the map), go back to Lennie. Speak with him and go to the construction site which you could have visited previously in order to sabotage the crane.

Jimmy Cavar is on the highest floor of the main building on the construction site. A pretty linear path leads there. A weapon with suppressor will prove to be useful in silent and easy elimination of enemies. You can also make it easier to get to the boss and walk through the collapsed crane after initial clearing of the area. Once you get Cavar, decide whether you want to kill or recruit him.

Important - At the end you must decide who will receive the racket - Cassandra, Burke or Vito. Each of them will offer you a different bonus in exchange for the racket. You should know that later you will be able to change your decision - after taking over the whole Downtown you will have to decide which of your underbosses will assume control over the whole area (and all of its rackets).

Mafia 3 features three underbosses who can help you seize and maintain control of businesses, rackets, and Lincoln’s criminal empire. In addition, each Mafia 3 underboss brings his/her set of bonuses. As you progress through the game, you will recruit three gangsters as your lieutenants and their crewmembers during your journey. These underbosses include Cassandra, Thomas Burke, and Vito Scaletta.

Managing underbosses is a two-way street; you must complete side missions for your lieutenants to keep them happy. Failure to do so will result in one or more of them turning against you. This guide has detailed everything you need to know about all three lieutenants.

Cassandra is the leader of the Haitian Mob in New Bordeaux. She operates out of a voodoo shop located in Delray Hollow. Known as the Voodoo Queen, her associates include Jennifer Moran , who can disrupt phone lines for a brief duration of time. Jackie DuVernay operates a mobile weapons store that deals in weapons, supplies, modifications, and ammo, and Clifton Jean-Baptiste , an arms dealer who upgrades weapons.

Thomas Burke is the leader of the Irish Mob in New Bordeaux. He operates out of Burke’s Iron & Metal in Point Verdun. Burke’s crew in Mafia 3 includes Terry Daly, who can be best described as an explosives expert. You can count on Daly to provide military-grade explosives to the Arms Dealer, Fiona Davidson, whom you can count on to bribe cops off, and Hank McGahee , an expert in vehicular theft. You can ask Hank to deliver vehicles to you, no matter where you are in the city.

Similar to the previous two Underbosses, if you fail to build Vito’s loyalty, you’ll eventually have to take him out on a mission called “I Deserved Better”.

As mentioned earlier, as you progress through the game and take over rackets, you must assign them to one of your lieutenants. Doing so will allow you to increase that underboss’s earnings and unlock new upgrades and favors.

After taking control of all available rackets in a district and eliminating the Marcano lieutenant overlooking them, you can assign one of your lieutenants to look after everything. As mentioned earlier, you must keep all your lieutenants happy to eliminate the chances of them turning against you.

To ensure this, try to distribute districts evenly. By doing so, you will not be able to enjoy the end-tier bonuses of an underboss, but you will most definitely unlock the ‘We’re in This Together’ Trophy/Achievement. Alternatively, you can boost one of your lieutenants while ignoring the other two until the end of the game to unlock the ‘Just You and Me’ Trophy/Achievement.

The following is the best way of assigning districts to your Mafia 3 underbosses:

  • Vito Scaletta : Frisco Fields, Downtown, and River Row
  • Cassandra : Southdowns, Barclay Mills, and Delray Hollow
  • Thomas Burke : French Ward, Tickfaw Harbor, and Pointe Verdun

This distribution style is because Vito gets the more traditional ‘mob-ish’ places, Burke gets more shabby places, and Cassandra gets the rest.

How To Keep All Underbosses Alive?

This is dependent on how you manage your underbosses and what districts you assign them in the game. If you assign an underboss to a district that they aren’t best suited to, then it can create problems and they may end up leaving you. Worse still, they can also die. To avoid that, you must assign them to districts they are best suited to which we have covered earlier.

Assign a Minimum of 2 Districts to avoid any Negative Outcome. Additionally, DO NOT reassign a district to some one else as the underbosses may end up leaving you

Mafia 3 Underboss Endings

Your underbosses can become a part of the ending depending on what decisions you make in the game. They end up taking over the mafia business if Lincoln chooses to leave after the game ends. Then, the underboss with the most territory is left in charge of the city and takes over. Here are the endings you can get in that regard.

  • Vito: After Lincoln leaves, Vito ends up taking over the criminal business in New Bordeaux. He goes as far as to legitimize many of the operations and complete the Marcano’s hotel/casino, where he chooses to remain.
  • Burke: With Clay out of the picture, the Irish take over as the crime lords of New Bordeaux. They rename the place to Bourbon City as Burke gets a place on the city council. Unfortunately, he’s assassinated as part of the gang wars in 1984.
  • Cassandra: Cassandra starts out with a shaky start but ends up quickly finding her bearings, successfully defending operations from rivals and even the government. The federal government as a result cuts funding to the city as a response for the assassination of the Louisianna governor which she is implied to have a part in.

As Lincoln takes over more of New Bordeaux, he'll need help maintaining control of the various rackets, businesses and criminal enterprises he conquers - this is where his underbosses come in.

Your Lieutenants

Lincoln recruits three gangsters and their crews to aid him in his battle against the Marcano family. Who he chooses to run each racket and district will affect the favors each underboss is willing to provide.

Leader of the Haitian gang, little is known about Cassandra, who operates out of a voodoo shop in Delray Hollow. Her crew is adept at running guns and contraband through the city, and can provide Lincoln with much-needed supplies around town.

Vito Scaletta

Previously hailing from Empire Bay, Vito finds himself starting over again out of the docks in River Row. His working knowledge of the mob will make him an invaluable asset to Lincoln - plus his hired goons can provide helpful backup if the need arises.

Thomas Burke

And old-world IRA sympathizer, Burke's quick temper and violent tenancies make him a natural ally, especially considering his personal vendetta against the Marcano family. His men operate a chop shop in a salvage yard in Point Verdun.

Distributing Territory

When Lincoln takes control of a new racket, he’ll have to assign it to someone - either Cassandra, Burke, or Vito. Doing this will increase that boss's earn, and provide you with new upgrades and favors.

Once you take down all the rackets in a district and eliminate the Marcano lieutenant who oversees it, you’ll have to pick one of your lieutenants to replace them.

This will shift control of all the district’s rackets to whoever it’s new leader is, so if you’ve already given a racket to Vito but assign the district to Burke, Vito will lose control of those rackets - and the earnings that come with them.

Avoiding Mutiny

If one (or two) of your underbosses are repeatedly passed over when assigning control of various districts, they're likely to turn their back on Lincoln. They'll be very clear and give fair warning if their becoming disgruntled, but continue to slight them and they will betray you.

The surest way to avoid this type of confrontation is to equally distribute rackets and districts as you proceed through the story. There are six districts to take over, so assigning two districts to each underboss will allow you to keep all three happy.

You may miss out on some of the higher-tier upgrades and favors, but you will unlock the "We're in This Together" trophy/achievement.

Conversely, if you focus only on one of your lieutenants, it's likely that the other two will rise up against you. If this occurs and you reach the final mission with only one underboss, you'll unlock the Just You and Me trophy.

Underboss Endings

Whichever of your lieutenants controls the most territory (or is alive, depending on how your game played out) will be left in charge of the city should Lincoln choose to leave New Bordeaux at the end of the story.

Vito's Ending: After Lincoln disappears, Vito takes control of criminal operations in New Bordeaux. He legitimizes many of the businesses, even going so far as to finish building Marcano's hotel/casino - where he still resides.

Burke's Ending: With Clay gone, the Irish step into the role of crime lord of New Bordeaux - later renamed Bourbon City after Burke buys his way onto the city council. Unfortunately, he's killed in 1984 in a gang war between the Irish and Cuban families.

Cassandra's Ending: Despite a lack of recognition from other crime bosses, Cassandra takes control of New Bordeaux and manages to fend off any and all of her challengers - including that of the local government. As retribution for killing the Governor of Louisiana, the federal government drastically cuts funding and aid to the city, even in the wake of devastating hurricanes.

Before getting down to work, of course, you'll want to wiretap the district. Ignore the junction box in the police station for now, but you should have little trouble getting to the others. One requires a fight with a few goons, and another has a gang hanging nearby, but they can be avoided. Otherwise, smooth sailing.

Open up this questline, and all of downtown, by meeting with Donovan one at one his park benches. He'll give you the deets on muscling into the heart of the city.

History [ ]

Each district in New Bordeaux contains two rackets, each run by their own Racket Boss , that Lincoln Clay will have to take over in his attempt to take down the Marcano Crime Family . Information on rackets, their location, and who runs them is obtained through Racket Contacts , and in some cases by interrogating various Racket Informants found in the district.

The initial income earned from each racket is dependent on whether or not Lincoln recruits the racket boss and informants while he's taking over the district. Recruiting a racket informant will raise that racket's earn by $1000 - $4000 per informant, while recruiting the racket boss will raise the earn by $2000 - $5000. Regardless of choices made, to raise the racket to its full earn potential Lincoln will have to perform trafficking runs and drop the shipments at the racket for them to sell. Perks received from Lincoln's underbosses are dependent on their total earn.

Once rackets are taken over they become safehouses for Lincoln. Most contain various supplies he can obtain for free, such as Medicine Cabinets and Weapon Lockers that contain a weapon and ammo or a Tac-Vest . He may also go to them if he is being chased by a retaliation squad and the guards there will defend him with their lives.

did ya ever get the solution to this problem spawn2282???? im having a similar issue, ive wiretapped everything ive ran through every street trying to figure out where the last construction supplies are at to finish them off, i refuse to continue onto finishing off cavaar until i can get this last objective cleared.... i know i can continue but the completionist in me needs to finish all of the objectives

This happened to me too. I couldn't figure it out. I think it's a bug in that district.

Mykonos mafia: How gangsters and hitmen took control of tourist hot spot

It was a brazen, cold-blooded murder in broad daylight. As Panagiotis Stathis drove a BMW to work in Athens, a man on a scooter drew up alongside him.

Drawing a 9mm pistol, he opened fire, spraying bullets into the vehicle.

The assassin, wearing a helmet, gloves and dark clothes, then calmly reloaded with a second magazine and shot more rounds before speeding off

Mr Stathis did not stand a chance. He was dead within seconds, gunned down outside his company’s headquarters in the Athens suburb of Psychiko.

The murder of Mr Stathis in July has lifted the lid on a hidden underworld of criminality, corruption, drug dealing and protection rackets in Mykonos, one of the world’s most celebrated tourist hotspots.

Renowned for its blue-domed churches, whitewashed windmills and luxury resorts, Mykonos attracts more than two million visitors a year .

But behind the bling, the beach bars and the boutiques selling Gucci and Dior, a sinister side to the island has emerged.

Mr Stathis, a 54-year-old married father of two, was a surveyor who had worked in Mykonos for decades.

Islanders believe he got on the wrong side of powerful people – either by refusing to carry out surveying work for a new development or by investing in a patch of land that was coveted by others.

“Stathis was a guy who could help developers get permission to build. Some he helped, some he didn’t. And that made him enemies. There is a lot of money to be made from property on Mykonos and this has attracted criminality,” said Markos Pasaliadis, from a campaign group called the Movement of Active Citizens.

The vast amounts of money to be accrued from the luxury villas and five-star hotels that have popped up all over the island, the jewel in Greece’s tourism crown, have attracted shady characters, from Albanian drug dealers to Athenian mobsters.

The murder has shone a light on a side of the island that many would rather not show to the world.

In a hard-hitting editorial entitled “Who governs Mykonos?”, the leading Greek newspaper Kathimerini said: “The mafia now appears to control Mykonos. International organised crime has settled on the island, operating unchecked. The stakes for the state are high, fraught with risks. But this challenge must be met.”

The daily paper, Kathimerini, continued: “What is at stake is not just the future of a valuable destination. The critical question that needs to be answered is, who truly governs Mykonos: the mafia or the Hellenic Republic?”

Not long after the murder, the alleged killer, a 44-year-old Greek man, was arrested in Athens. He is in custody as police investigate a tangled web of real estate deals, rivalry – and revenge.

“There’s an expression in Greek – ‘you smack the saddle to make the donkey hear’. That’s the reason he was killed. A message was being sent to somebody to pay attention,” said an anti-development campaigner from an NGO called Friends of Mykonos who preferred to remain anonymous.

“People were shocked by it because it was so blatant. But it is representative of what is going on here. There’s a lot of money up for grabs and there’s a lot of corruption,” she said.

Criminals are accused of pushing through property deals through violence and intimidation, not only in Mykonos but in nearby Aegean islands such as Paros that are undergoing rapid development.

In Kos, an archaeologist was attacked by a building contractor on July 30. A verbal altercation over a development issue led to the contractor delivering “a direct, unprovoked physical attack and a violent punch with repeated blows to [his] face,” according to SEKE, an association of archaeologists.

There is a feeling in Mykonos that developers with deep pockets can ignore or subvert planning restrictions, building in supposedly protected zones or getting their projects fast-tracked.

Last year, a club on Psarou beach was found to be in flagrant violation of multiple zoning and public access laws, and was ordered to demolish a large number of illegal buildings.

Aerial photography showed that the owners had hugely expanded the beach club without permission.

The Mykonos mafia is accused of dealing drugs and carrying out robberies, targeting celebrities and other wealthy individuals who insist on bringing extravagant quantities of cash and jewellery and then advertising on social media when they are heading out for a night of partying.

Five years ago, the model Gigi Hadid was robbed while holidaying in Mykonos with her sisters. She told her 390,000 followers on Instagram that she would never return to the island. “Spend your money elsewhere,” she wrote.

A broader inquiry into organised crime on the island has been launched by Georgia Adeilini, a supreme court prosecutor from Athens.

In an official communication, she said that the murder had “highlighted the urgent need to tackle the serious crime, characterised by the press as the ‘Mykonos Mafia’, on the island”.

The nexus of crime in one of Greece’s best-known and most glamorous destinations extends to “extortion relating to construction activity, the ‘protection’ of businesses, murder, serious bodily harm, money laundering from criminal activity, serious offences regarding urban planning legislation… and drug trafficking,” the prosecutor wrote.

Greece’s minister for civil protection visited Mykonos last month, promising to boost police numbers and restore law and order.

Michalis Chrysochoidis said: “Our decision is to eliminate from the island all those who engage in illegal activities, whether related to transport, entertainment or a range of other anti-social phenomena.

“Our mission is to dismantle all such gangs and groups, who transgress and commit crimes. There is no place in Mykonos for goons or drug dealers or those who come here breaking the law to reap the benefits.”

The murder compounded an already tense situation on the island – last year, an archaeologist who had blocked several construction projects after finding archaeological remains on the proposed sites was viciously beaten up by unknown attackers.

Manolis Psarros was left with a fractured nose, broken ribs and severe bruising after the assault near his home in Athens.

The attack was “indicative of how out-of-control the situation in Mykonos has become”, said Despoina Koutsoumba, the president of the Association of Greek Archaeologists. It was a “mafia-style hit” related to big business interests, she said.

In June this year, an Albanian who had allegedly worked as an enforcer for a construction boss in Mykonos was murdered in Korydallos prison, a maximum-security jail in a grimy part of Athens.

A fire that ravaged a restaurant in Athens in August 2023 has also been linked to Mykonos mafia feuds.

The island’s mayor, who was elected last December, acknowledged that there was a problem with criminality, but insisted that he was up to the task of tackling it.

“It’s a fact that Mykonos has changed in the last 10 years,” Christos Veronis said in his office in the historic town hall, which overlooks the whitewashed houses and azure bay of Mykonos Town.

“There are many big companies, both Greek and foreign, that are investing in tourism in Mykonos and there are people who follow the money. There’s not a ‘Mykonos mafia’. It’s the Athens mafia, who come over here in the summer. They create this criminality.

“Our goal is to solve these problems and at the same time, the minister for civil protection came to Mykonos and promised extra police officers to protect the island.”

The murder of Mr Stathis in July was a big shock. “It’s the first time they killed a surveyor. He was not a criminal,” he said.

Meanwhile, the building work continues. The island’s last quiet, secluded spots, known mostly to locals, are being relentlessly swept up by developers. The economic rewards are huge: the total revenue from hotels in Mykonos has reached €750 million (£627 million) a year.

Two-thirds of that comes from five-star hotels. There are now 73 on an island that covers only 33 square miles. Between them, the five-star hotels offer 7,500 beds – the island’s permanent population is only 11,000.

In Panormos bay, on the north coast of the island, a large sweep of silky sand has been colonised by an upmarket beach club. Authorities imposed a €22 million fine for illegal construction last year, but the owners have launched an appeal.

The club was very much in operation when The Telegraph visited, with staff putting up sun umbrellas and preparing for big-spending guests.

“There was nothing here four or five years ago. Traditionally this is where a lot of Mykonos people came with their kids. A lot of them don’t come anymore,” said the anti-development campaigner from Friends of Mykonos, who has lived there for decades. “It’s in your face. People on the island are complaining all the time about it. They went ballistic when the beach loungers covered nearly the entire beach.”

It is the same story at Kalo Livadi bay on the south side of the island, where the valley behind the beach is now crammed with whitewashed villas and half-completed developments. A hillside that overlooks the bay has been scooped out by diggers to make way for a vast new Four Seasons resort.

What little remains of “old Mykonos” is unlikely to survive the onslaught of sleek hotels and sushi bars much longer.

A glimpse of what the island once looked like can be seen at Kalafatis Bay, where there is a crescent of sand backed by a cluster of jerry-built fishermen’s cottages and two small hillocks known as “the breasts of Aphrodite”.

Fishermen repair their boats and cats loll in the shade. It’s a scene straight out of the film Mamma Mia! – but this, too, is slated for a big hotel development. There is no suggestion of any criminal wrongdoing in these projects, but they are certainly contributing to overdevelopment on the island.

‘It is now spoilt’

Dimitris Koutsoukos, the deputy mayor, admits that construction has been allowed to get out of hand. Island authorities say they have almost no control over planning issues – they say it is the government in Athens that decides whether to allow or block developments.

“There was no planning. People didn’t think about parking, about roads, they just kept building, building. It’s too much for a little island. And where there’s money, crime follows,” he said.

Its iconic windmills, picturesque bays and expensive cocktail lounges still pull in the tourists in their droves. But rampant construction is threatening to erode the appeal of “the island that seduced the world”, as it is described in a photographic exhibition in Mykonos Town.

“I don’t think that it’s been destroyed yet, but we are very close to destroying it. It’s extremely sad,” said the anti-development campaigner from Friends of Mykonos.

She is more blunt in her language as she watches a mechanical digger prepare ground for yet another development.

“For people like me, who have grown up on Mykonos, it is now spoilt. We hope that somebody will say ‘enough’, no more raping the land. Let’s keep it for our children, let’s not destroy it.

“If we don’t look out, it will end up like Mexico City with people living behind high walls and big gates, protected by bodyguards. There will be various little empires run by unsavoury people. Nobody wants that.”
