Ganga river is one of the most substantial sources of water in North India. The water of the river is considered to be unsafe for bathing as it contains 120 times the amount of permitted faecal coliform bacteria. The reason being the open defecation of excreta.

India bears the cost of 600,000 lives every year due to poor hygiene and sanitation facilities. Also, 1/3rd of the nation’s women population is exposed to the risk of rapes and sexual assault due to lack of toilets.

With the help of this app, anyone can view the number of toilets constructed in a particular area.

The eligible beneficiaries in rural areas who were constructing private household toilets on their own were awarded Rs. 12,000 as an incentive , which also included the water storage provisions.

The government also certified cities as ODF+ or ODF++ that have maintained proper sanitation and water supply.

The total cost of the project was estimated to be Rs. 62,009 crores, out of which the central government provides assistance of Rs. 14,623 crore. A total amount of Rs. 11,300 crore was allocated for the project in the 2016-17 Union budget, out of which Rs. 9,000 crore was for the rural areas and Rs. 2,300 crore for the urban parts of the country. The government also collected 0.5% additional tax as Swachh Bharat cess on various goods and services. An amount of Rs. 9,851.41 crore was added to the budget from the tax.

Swachh Bharat Abhiyan also sought help from the World Bank. It approved a loan of amount US $1.5 billion to support the campaign in 2015.

Benefits & Impacts of Swachh Bharat Abhiyan

Swachh Bharat Abhiyan is an ambitious battle. India has failed terribly whenever it came to cleanliness. Since the launch of the campaign, there have been major positive impacts on healthcare, tourism, employment, environment , and the economy.

Clean India attracted many tourists worldwide. Tourism industry alone produces around 6.6% of the total Indian GDP. A boost in employment sources is observed. Poor hygiene & cleanliness contributed to poor health. With this cleanliness drive, the health of the people improved and there is a deduction in the death rates since then. Annually. Rs. 6,500 are saved per household because of better health. It also lowered pollution rates. The garbage is now separated as biodegradable and non-biodegrade waste and is treated accordingly.

Under the Ministry of Housing and Urban Affairs, more than 62 lacs toilets were constructed and 4,340 cities were declared Open Defecation Free (ODF).

As Mahatma Gandhi quoted, ‘Sanitation is more important than Independence,’ ‘Swachh Bharat Abhiyan’ or ‘Clean India Mission’ is a campaign that aims at cleaning up roads, infrastructures, streets, rural areas, smaller towns and cities of the country. The primary motive of ‘Clean India Mission’ is to uproot the open defecation by constructing community-owned and household-owned toilets. It also aims at building a mechanism that can monitor toilet use.

This mission run by the Government of India aims at achieving Open-Defecation Free India by constructing 90 million toilets in rural areas of the country by the 150th birth anniversary of Mahatma Gandhi (2nd October 2019). India will also reach Sustainable Development Goal Number 6 (SDG 6) by achieving this mission.

Prime Minister Narendra Modi officially launched this campaign on 2nd October 2014. This mission has become India’s largest drive till with more than 3 million college students, government employees, and school students from every nook and corner of the country participating in the campaign in cities, rural areas and towns. In reference to Gandhi’s ‘Champaran Satyagraha,’ this campaign has been called as ‘Satyagraha se Swachaagrah’ by the Prime Minister.

The drive has been categorized in two sub-missions, Swatch Bharat Abhiyan (Urban) that operates under the Ministry of Housing and Urban Affairs; and Swatch Bharat Abhiyan (Rural) that falls and operates under Ministry of Drinking Water and Sanitation.

The volunteers of the campaign are called ‘Swachhagrahis’ or ‘ambassadors of cleanliness,’ who have promoted Community Approaches to Sanitation (CAS) at village levels and indoor plumbing. A number of non-governmental organizations such as ‘SWach Pune,’ ‘The Ugly Indian,’ and ‘Waste Warriors,’ are working religiously towards the Clean India Mission.

It is not the first time that such a campaign with the motto of clean India has been launched in the country. However, the previous campaigns have not been as successful as this. The Government of India launched the ‘Total Sanitation Campaign,’ in 1999, which was then renamed by the then Prime Minister Manmohan Singh as ‘Nirmal Bharat Abhiyan.’ However, this time ‘Swatch Bharat Abhiyan,’ has become a national priority. The Prime Minister himself took the broom to clean the roads in order to inspire every citizen of the country to take accountability of the cleanliness of their surroundings which will result in a clean nation.

Objectives of Swach Bharat Abhiyan/Clean India Mission

  • The very first aim of the mission is to construct individual and community toilets.
  • The other objective is to reduce or eliminate open defecation from the country. Open defecation results in the deaths of thousands of children every year due to unhygienic living conditions and diseases.
  • It also aims at creating an accountable mechanism of monitoring the use of toilets besides constructing them.
  • The objective of the mission is to educate people and create awareness of the repercussions of open defecation.
  • The mission aims at recruiting ground staff that can train and bring about the behavioural change in the mindset of the rural population to use toilets.
  • This mission also aims at liquid and solid waste management.

This mission is directly linked with the economic health of the nation. Going by the government, the accomplishment of this mission will not only contribute to the GDP growth of the country, but will also reduce health costs. In order to change the country’s global perception it is mandatory for the country to display highest standard of cleanliness and hygiene, especially for the tourist destinations.

Prime Minister Narendra Modi has appealed to each citizen of the country to take a pledge as a part of the ‘Swach Bharat Abhiyan,’ which is as follows,

“I will remain committed towards cleanliness and devote time for this. I will devote 100 hours per year, which is two hours per week, to voluntarily work for cleanliness. I will neither litter not let others litter. I will initiate the quest for cleanliness with myself, my family, my locality, my village and my work place”.

Prime Minister Modi nominated 9 celebrities from varied fields on 2nd October 2014, in order to promote the clean India campaign keeping pace with the new age marketing through social media. The nominated personalities included Sachin Tendulkar, Anil Ambani, team of TV series Tarak Mehta Ka Ooltah Chashma, Mridula Sinha, Priyanka Chopra, Salman Khan, Kamal Hassan, Shashi Tharoor and Baba Ramdev.

As a part of the cleanliness campaign, Vice President of India M.V Naidu and Anushka Sharma picked up the broom in order to help in cleaning the cyclone-hit port city of Visakhapatnam, Andhra Pradesh.

Nine more people were nominated as the Brand Ambassador by the Prime Minister to take forward the ‘Clean India Mission,’ on 25th December 2014, that included, Aroon Purie, Kapil Sharma, Padmanabha Acharya, Ramoji Rao of Eenadu group, Sourav Ganguly, Sonal Mansingh and Kiran Bedi. The other torch bearers included, India Today, ‘dabbewalle’ of Mumbai, Eenadu group and Institute of Chartered Accountants of India.

Other Planned Initiatives

PWD was entrusted by the government with the responsibility of disposing off waste from government offices. The Ministry of Railways made their plans of providing with the facility of clean bed-rolls from automatic laundries, cleaning on demand, dustbins in all non-AC coaches and bio-toilets.

The Centre has also decided to use the Digital India project in concurrence with the Clean India Mission to have trash cans with solar power that sends alerts to the crew responsible for sanitation once they are full. ‘Swatch Bharat Swach Vidhyalaya’ campaign was also launched for a cleanliness drive in schools, involving teachers and students.

On 2nd October 2014, a Swatch Bharat Run was organized at the Rashtrapati Bhawan which was attended by 1,500 runners.

The Performance of the Swachh Bharat Abhiyan

In order to monitor the performance and achievement of the Clean India Mission, Swachh Bharat Mission (SBM) Mobile app is being used by the government organizations.

A Swachh Sarvekshan, an annual cleanliness survey commissioned by Ministry of Urban Development, is carried out by Quality Council of India. It is an extensive survey pertaining to sanitation that is carried out across many cities in order to study the impact and progress of Swachh Bharat Abhiyan. The aim is also to foster a sense of competition among different cities of the country. Following are the five parameters on the basis of which the performance of each city is evaluated –

  • Open defecation
  • Education, information, behaviour change and communication
  • Municipal solid waste management, sweeping, collection and transportation.
  • Provision of community and public toilet seats.
  • Disposal of solid waste and processing.
  • Capacity building and e-learning.

The Clean India Mission has to be a combined effort of government and the citizens of the country in order to change the attitude of people towards sanitation and hygiene. The government and the people should work in tandem, as rightly put by Mahatma Gandhi, ‘Be the change that you wish to see.’

Introduction

Swachh Bharat Abhiyan is an ambitious scheme launched by the Government of India to make its cities neat and clean and open defecation free. Inaugurated on the birth anniversary (2nd October) of Mahatma Gandhi in 2014 the scheme will last for five years, concluding on his 150th birth anniversary on 2nd October 2019.

Open Defecation

Despite several initiatives taken by previous governments of India, open defecation remained a major environmental, health and safety issue, primarily in rural areas. As per the records, prior to 2014, there were around 550 million people defecating in open. It had become a part of their everyday routine.

Also, there was an urgent need to instil a sense of responsibility in people about their own surroundings and towards the environment. A message was needed to be sent to the people that only personal cleanliness isn�t enough and they also have a national responsibility to keep their country clean.

The mission also aims for a proper waste collection and disposal mechanism, implementing modern techniques, both in rural and urban settlements. Elimination of manual scavenging is also a prime objective of Swachh Bharat Mission.

Another objective of Swachh Bharat Mission was to include large scale participation of the private sector either monetarily through contribution to capital expenditure or volunteering physically for cleanliness drives.

More than 90 million toilets have been constructed till January 2019 and the number of open defecation has been significantly reduced from 550 million to 150 million as in late 2018.

Rural sanitation which till 2014 was reeking below 40% rose high to 98% in the first four years of the mission. Western state of Haryana tops the rank with 100% of its rural households having toilets.

Essay on Swachh Bharat Abhiyan – Today, waste disposal is a primary concern for Indian cities and towns. A mountain of trash on dump yards juxtaposed between lavish neighborhoods not only creates a bad image but also harms the environment and pollutes the air. The stench in the air renders the place unlivable. In areas with water bodies such as rivers and oceans, these precious resources become permanent dustbins.

The migration of people of all classes towards large cities results in their unprecedented growth. When we don’t have sufficient land resources for residential purposes, then what about waste management? So it becomes the duty of every citizen to reduce waste generation.

In villages, we have farm animals and crops. Solid wastes can be converted into manure. But there is not much awareness among people. So, people need to know the methods of waste management. Another major issue in rural India is the lack of sanitation facilities. Diseases such as diarrhea, dengue fever, and malaria are more widespread due to the non-availability of toilets.

Even when toilets are available, the fecal wastes are not treated. Without proper sewage treatment, we are causing pollution of water bodies, and are also responsible for the emission of toxic gases. The absence of toilets causes hygiene issues and discomfort to women too. At times, women also feel insecure due to open defecation practices.

To cater to the twin problems of waste disposal and sanitation issues, the Prime Minister of India, Shri Narendra Modi, launched Swachh Bharat Mission on 2nd October 2014.

Establishment of eco-wash clubs, open discussions, and sessions on menstrual health and hygiene are some of the measures under the program. As our villages are less polluted, informing the rural masses regarding the side effects of pollution could make them cautious, and many future troubles could be avoided.   • Coming to Swachh Bharat Mission (Urban), it is under the Ministry of Urban Development and is commissioned to give sanitation and household toilet facilities in all 4041 statutory towns with a combined population of 377 million.
  • The estimated cost is Rs 62,009 crore over five years with the centre’s share of assistance being Rs 14,623 crore.

Every year, cities and towns across India are awarded the title of ‘Swachh Cities’ based on their cleanliness and sanitation drive as a part of the Swachh Bharat Abhiyan that was launched in 2014.

Benefits of the Swachh Bharat Mission

Since the campaign’s beginning, there have been significant positive effects on healthcare, tourism, jobs, the environment, and the economy.

  • Clean India drew a large number of tourists from all over the world. The tourism industry alone accounts for around 6.6% of total Indian GDP. There is an increase in employment sources.
  • To ensure the hygiene of Uttar Pradesh’s government buildings, the Chief Minister of Uttar Pradesh outlawed the chewing of paan, gutka, and other tobacco products totally.
  • Insufficient and poor health was exacerbated by insufficient hygiene and cleanliness. People’s health improved as a result of this cleanliness campaign, and death rates have decreased since then. Annually. Because of improved health, each household saves Rs. 6,500.
  • To sustain and make this effort successful, the Finance Ministry of India has launched a program called Swachh Bharat cess, under which everyone in India must pay a 0.5% tax on all services (i.e., 50 paise every 100 rupees), which would support the cleanliness campaign.
  • Swachh Bharat Mission Grameen also yielded significant results, with over 10 crore home toilets constructed. In addition, about 6 million communities have been designated as ODF. As of October 2, 2019, household toilet coverage had reached 100%, up from 38.70% in 2014.

As we have all heard the famous phrase, “Cleanliness is Next to Godliness,” we can confidently state that the Clean India Campaign (Swachh Bharat Abhiyan) would bring godliness all throughout the country for years if the people of India adhere to it properly.

Today, India has taken strides toward cleanliness through this effort, but the objective of cleanliness remains a long way off. Achieving the aim of a clean India can never be feasible unless we work together to clean our surroundings and prevent others from making them dirty. Swachh Bharat Abhiyan has sparked a nationwide cleaning movement, demonstrating citizens’ common duty to create a cleaner and healthier India.

PARAGRAPH ON SWACHH BHARAT ABHIYAN

“Cleanliness is next to Godliness”. We have heard this famous proverb many times and in fact, also know its meaning. Cleanliness plays a very important role not only for us but also for the whole society. It is human duty to keep yourself as well as your society neat and clean. We all are well aware of the new mission of India named as the “Swachh Bharat Abhiyan”. As the name suggests, “Swachh” means clean, “Bharat” refers to the India and “Abhiyan” means campaign. Therefore, we can say that it is a campaign to keep India clean. The famous slogan of this campaign is “one step towards cleanliness”.

Short and Long Paragraph on Swachh Bharat Mission in English

Here, we are providing paragraph on Swachh Bharat Abhiyan in different word limit which would help you to understand this mission more clearly.

Paragraph 1 – 100 Words

Swachh Bharat Abhiyan is a mission or program started in 2014 by Government of India. This Abhiyan was started under the governance of Prime Minister Narendra Modi. He introduced this mission on the occasion of Gandhi Jayanti that is on 2 nd October at Rajghat (Delhi), memorial dedicated to Mahatma Gandhi.

The main aim of this mission is to ban open defecation in India and improve waste management. It also deals with making people aware of the importance of cleanliness and sanitization. The first phase of this Abhiyan was from 2014 to 2019, it had been already ended. And the next phase is also launched by the Government for the year 2020 to 2024.

Paragraph 2 – 120 Words

The Swachh Bharat Abhiyan is the re-formation of the old program “Nirmal Bharat Abhiyan” (NBA). It was launched by the Government of India in 1999, to generate awareness among people regarding importance of sanitization in rural areas. Although, this program didn’t have a great impact on the society. In context to this, the Swachh Bharat Abhiyan is said to be the largest cleanliness drive introduced in India.

More than millions of government employees along with students and common people were participated in this campaign from different parts of India. Many social workers, public figures like Sachin Tendulkar (cricketer), Priyanka Chopra (actress), Amitabh Bachchan (actor), BabaRamdev (yoga guru), Mridula Sinha (politician) and many more are considered as the brand ambassador of this campaign.

Paragraph 3 – 150 Words

The Swachh Bharat Abhiyan is divided into two programs, one for rural and another for urban areas. It is named as Swachh Bharat Abhiyan (SBA)- Gramin monitored by Ministry of Drinking Water and Sanitization, for rural areas and SBA- Urban monitored by Ministry of Housing and Urban Affairs, for urban areas.

The rural people usually don’t use toilets; they used to go outside in places like forests, ditches, canals or fields. They practice open defecation instead of using toilets. However, some don’t even have toilets in their house.

The Government of India had spent about INR 40,700 Crores since 2014 to provide funds for this Abhiyan. About 110 million toilets had been constructed by the Government over different villages in the year 2014 to 2019. People are warned to use toilets otherwise they won’t be able to enjoy different government schemes. Various public toilets have been set up in different areas for the convenience of people under this Abhiyan.

Paragraph 4 – 200 Words

On the occasion of 150 th birth anniversary of Mahatma Gandhi in 2014, the Government had decided to let the dream of clean India intended by Mahatma Gandhi (father of the nation) come true. Gandhi Ji taught the lesson of cleanliness to the people. He believed that the self-hygiene and sanitization is very important for all of us, as various diseases can be caused due to poor hygiene. In order to pay tribute to our famous freedom fighter Mahatma Gandhi, our Prime Minister Narendra Modi proposed the Swachh Bharat Abhiyan or Clean India Mission.

Objectives of Clean India Mission

The main objective of this campaign is to make every state of India Open Defecation Free (ODF), due to which several deaths occur every year.

  • Proper solid and liquid waste management is another important step of this program.
  • Spreading awareness among public regarding importance of hygiene and cleanliness.
  • Making public toilets in every area to avoid ODF (Open Defecation Free).

This Mission doesn’t mean only to clean our surroundings but also to plant more and more trees which will make India pollution free. The clean and green India will attract more tourists thus making India Incredible.

Paragraph 5 – 250 Words

Swachh Bharat Activities

Various activities had been organized by the Government to promote Swachh Bharat Abhiyan. People can share before and after pictures to show their contribution in this campaign. There are about 26,563 Swachh Bharat Activities done and there are 51,343 active participants. However, 90,006 Swachh Bharat pledges are taken till the date.

Swachh Bharat Abhiyan: Gramin

In rural areas, Government provides funds to construct toilets in every house, and also ensure their proper usage. Women need not to go outside during evening which is good from the safety point of view. Gram Panchayat and other community also raise general awareness among rural people. About 6,03,004 villages declared themselves as ODF. And there is about 61.24% increase in houses with toilets since 2 October, 2014.

Swachh Bharat Abhiyan: Urban

In urban areas, several steps have been taken by the Government of India under this program.Various community toilets as well as public toilets had been set up in the areas like bus stations, marketplace, tourist places, etc. About 6,15,864 community public toilets have been constructed since 2014 which is more than the target.

Impact of Swachh Bharat Abhiyan

Bio-toilets have been set up in trains for proper disposal of waste. Some movies had been made to highlight the importance of hygiene. In school’s various activities has been started to promote cleanliness among students.

Dustbin at every place and door-to-door garbage collector has been set up by the Municipal Corporation of every area. Different color is used for garbage disposal like green colored dustbin is used for wet and bio-degradable garbage whereas blue colored dustbin is used for dry and non-biodegradable garbage. The purpose of this colorful dustbin is to maintain proper recycling of waste disposal.

Good morning to all of you present here. Today, I am going to speak on the topic, ‘Swachh Bharat Abhiyan’. The Swachh Bharat Abhiyan or Clean India Movement was launched on Gandhi Jayanti (145th birthday celebration of Mahatma Gandhi), on 2nd of October, in 2014 by India's Prime Minister, Narendra Modi. The Indian government administered this campaign, launched by our Prime Minister, all across the country. 

Swachh Bharat Abhiyan's cleanliness campaign was run at a national scale and encompassed all cities, districts, at both rural and urban levels. It has acted as a wonderful campaign to make people aware of the value of cleanliness. In Rajghat, New Delhi, the drive for Swachh Bharat was officially launched and our Prime Minister Narendra Modi cleaned the streets himself at the launch of this mission. It is the biggest cleanliness drive of India ever, with about 30 lakh government employees, school and college students participating in the activities. 

Nine famous personalities from India were initially nominated by the Indian Prime Minister, for beginning this campaign in their respective states or areas and taking the campaign further. He asked all nine of those personalities to call on nine other individuals (such as a tree branch) to continue this series until each Indian joined the mission, as it was planned for the next 5 years.  

The purpose of the mission is to assess certain important factors for the proper sanitation arrangements in the rural and urban parts of the country. As we all know that cleanliness is one of the major concerns of the government from few years and therefore, today, our NGO has organized this assembly in this college to acknowledge people about the importance of cleanliness in our lives. In order to ensure the hygiene all over the country, it is very necessary to solve the problems of sanitation, safe toilet, and proper waste management. The Prime Minister of India, Narendra Modi has emphasized people about ‘Clean India ’ during his speech on August 15, 2014 on the Indian Independence day however the mission was launched successfully on 2 nd of October in 2014. This mission has targeted its completion till 2019, the 150 th birth anniversary of Bapu. So, as being a citizen, student, and a youth of the country I have understood my responsibility for the country’s development and chosen this topic to improve the awareness about this mission among people of India. This mission is also called as the ‘Clean India Mission’ or ‘Clean India Campaign’. It is a major national campaign started by the Indian Government in 2014 on 2nd of October. The date of launch of this campaign was chosen 2 nd of October which is the birth anniversary of Mahatma Gandhi because it was the dream of Bapu to make India a clean India.

He had requested the 1.25 billion people of India to join the campaign while addressing the nation on the day of launch.

He himself swept the pathway of Valmiki Basti after paying tribute to the memorials of Mahatma Gandhi and former Indian Prime Minister Lal Bahadur Shastri on their birth anniversaries. He said that “Swachh Bharat Campaign logo is not just a logo, through it Gandhiji is watching us and we all should clean India”. It is not the only responsibility of the government to do everything. Be it temples, mosques, gurudwaras or any other place, we must also take efforts to clean our surroundings. Cleanliness is not only the responsibility of the ‘safaai kaamgar’, but it is also the responsibility of 125 crore Indians. If Indians can reach Mars, can we not clean our neighbourhoods?”

It will be a befitting tribute to the Father of the Nation on his 150th birth anniversary. It is significant that the PM himself is taking very proactive role in making the campaign a success; at Rajghat he started the campaign by cleaning the street by himself.

However, it has been clearly declared that the campaign is not only the duty of the government but each and every citizen of the country is equally responsible to keep the nation clean or swachh.

History of Swachh Bharat Abhiyan

The campaign of clean India movement is the biggest step taken ever as a cleanliness drive till date. On the day of the launch of campaign around 3 million government employees including students from schools and colleges had participated in the event to make it popularize globally and make common public aware about it. This event was organized at Rashtrapati Bhawan on 2nd of October in 2014 in the presence of 1500 people. This event was flagged off by the Former President, Mr. Pranab Mukherjee.

Prime Minister, Narendra Modi, had nominated the name of nine famous personalities from business industries, sports and Bollywood to drive the clean India campaign. He also had requested from all the nine personalities to invite another nine personalities individually and requested them to continue the chain of nine people and take this campaign to every Indian living in any corner of the country.

Narendra Modi also said that this campaign should be taken as a big challenge and should pass the request to invite other nine people individually (just like branching of tree) so that this vision of cleanliness may be completed till 2019 and India can become a clean country forever in the history.

Cleanliness Drives in India and Neighboring Countries

By getting inspired from this Indian campaign, the Indo-Nepal Doctors Association has launched a campaign called ‘Swachh Bharat Nepal – Swasth Bharat Nepal Abhiyan’ on 3rd of January in 2015. It was started from the Indo-Nepal Border Region, Sunauli–Belihiya (near birth place of Lord Buddha, holy city of Lumbini, Nepal).

Other programme of the cleanliness in India such as Central Rural Sanitation Programme (CRSP) was started in 1986 all over the country which had focused to construct the individual sanitary latrines for the personal use of the people living below the poverty line. It had focused to convert the dry latrines to the low cost sanitary latrines, to construct latrines especially for rural women with other facilities of hand pump, bathing room, sanitation, washing hands, etc.

It was targeted that all the provided facilities should be properly maintained by the village Panchayats. Proper sanitation of the village such as drain systems, soakage pits, disposal of solid and liquid wastes, awareness of health education, awareness for social, personal, household and environmental sanitation etc.

Total Sanitation Campaign (TSC) of cleanliness in India was started in 1999 by the Government of India in order to restructure the Rural Sanitation Programme. Nirmal Gram Puraskar was started in the month of June in 2003 as a sanitation programme to boost the Total Sanitation Campaign. It was an incentive scheme launched by the Government of India in 2003 to award people for total sanitation coverage, maintaining clean environment as well as making villages ‘Open Defecation-Free’ villages by the Panchayats, Blocks and Districts.

Nirmal Bharat Abhiyan (NBA) was started in 2012 and then Swachh Bharat Abhiyan in 2014 on 2nd of October. However, all the sanitation and cleanliness programmes run by the Indian government earlier were not as effective as the current Swachh Bharat Abhiyan of 2014.

Gandhi Ji’s and His Role on Sanitation:

Mahatma Gandhi was a great supporter of cleanliness. He was very much concerned about the dirty roads, streets, temples and specially ‘Harijan Bastis’ of the country. Just after returning from South Africa he noticed very bad state of affairs in India regarding sanitation and cleanliness. He took upon himself to motivate and personally commit towards making the country filth free.

At the Inauguration of BHU:

As early as 4th February 1916, while addressing a gathering at the inauguration function of Banaras Hindu University, Gandhi Ji spoke about the importance of cleanliness and expressed his pain and anguish about the dirt and filth all around. He gave example of his visit to Vishwanath Temple and spoke about the dirty state of affairs in and around the temple. He said: “Is not this great temple a reflection of our own character?” Sharing his pain he questioned whether the temple would be dirt and filth free after the Britishers had left the country. Thus for him cleanliness was equally important as the freedom of the nation.

Gandhi Ji always had the view that everyone should first be the change he/she wishes to see in the world. Thus, whenever and wherever Gandhi Ji would get the opportunity, he himself would start cleaning the places. Also, as part of constructive programmes and visits all over the country, apart from preparing people for mass struggle against the Britishers, he also lectured them about the importance of cleanliness and proper sanitation.

At Gandhi Seva Ashram:

In D.G. Tendulkar’s ‘Mahatma’, Volume Three, there is a reference to Mahatma Gandhi leaving Patna in 1934, as part of his Harijan tour for Orissa. At Champapurhat, he found that there was a dispensary on the grounds of the Gandhi Seva Ashram, and he used that occasion to give a lecture on the need to rely not only on medicines for a cure, but to prevent diseases.

Gandhi Ji always emphasized the need to educate villagers on good hygiene and sanitation. According to him, the true function of the Ashram was to educate people how they could avoid disease. Gandhi Ji and his volunteers would conduct a mass contact programme with the villagers; they would talk about the necessity of sanitation, about keeping their places clean, and about personal hygiene.

Gandhi Ji’s Scavenging Work in Villages:

When the villagers near Gandhi’s ashram refused to cover excreta with soil believing it to be a bhangi’s work and sinful, Gandhi personally supervised the scavenging work in villages. To set an example, he, himself used to go to the villages with a bucket and a broom and would clean the places.

All scavenging work in Gandhi Ji’s ashram was done by its inmates. No dirt or filth could be found anywhere on the ashram ground. There were pits in which all rubbish was buried. In a separate manure pit, peelings from vegetables and left-over food were dumped. Waste water was used for gardening purposes.

Gandhi Ji regularly wrote about the importance of hygiene in his newspaper Harijan. Thus, the Father of our Nation fought not only against the bondages of the British rule but also against the bad practices of our people regarding sanitation and hygiene. Throughout his life he inspired and motivated people to maintain personal as well as public hygiene. Therefore, it is a great gesture and an apt tribute to the Mahatma that the government has launched the ‘Swachh Bharat Campaign’ on his birth day i.e. on 2nd of October.

Objectives of Swachh Bharat Abhiyan

The campaign of Swachh Bharat launched by the government of India is aimed to accomplish various goals and fulfill the vision and mission of “Clean India” by 2nd of October 2019 which is 150th birth anniversary of great Mahatma Gandhi. It has been expected that the investment to cost would be over 62000 crore of Indian rupee (means US$ of 9.7 billion). It has been declared by the government that this campaign is taken as “beyond politics” and “inspired by patriotism”. Following are the some important objectives of the Swachh Bharat Abhiyan:

  • To eradicate the system of open defecation in India.
  • To convert the insanitary toilets into pour flush toilets.
  • To remove the system of manual scavenging.
  • To make people aware of healthy sanitation practices by bringing behavioral changes in people.
  • To link people with the programmes of sanitation and public health in order to generate public awareness.
  • To build up the urban local bodies strong in order to design, execute and operate all systems related to cleanliness.
  • To completely start the scientific processing, disposals reuse and recycling the Municipal Solid Waste.
  • To provide required environment for the private sectors to get participated in the Capital Expenditure for all the operations and maintenance costs related to the clean campaign.

Corporate India and Swachh Bharat Campaign

Heeding to the call of Prime Minister Narendra Modi, Corporate India is also enthusiastically taking steps towards making the Abhiyan a success.

Public and Private companies are appending in cleanliness activities under their compulsory Corporate Social Responsibility (CSR) schemes which is a statutory requirement as per Companies Act, 2013. CSR is a mechanism through which companies invest in activities beneficial to society as a whole.

Corporate Houses Supporting Swachh Bharat Campaign

Major corporate houses such as L&T, DLF, Vedanta, Bharti, TCS, Ambuja Cements, Toyota Kirloskar, Maruti, Tata Motors, Coca Cola, Dabur, Aditya Birla, Adani, Infosys, TVS and many others have earmarked budgets for Swachh Bharat projects. According to one estimate Rs 1000 Crore worth of various cleanliness projects are in the pipeline by corporate sector and out of which Rs. 500 crores have been already invested on the campaign in past few years. These projects include building toilets in distant villages, running workshops on behavioural changes, waste management, and water hygiene and sanitation activities among other things.

In a bid to invite corporate funds for Swachh Bharat campaign, the government had recently decided that corporate contributions towards this scheme will now be counted as CSR spend. And to make it clearer later, the Corporate Affairs Ministry also amended Schedule VII of Companies Act to specify that contributions to ‘Swachh Bharat Kosh’ would be an eligible CSR spends.

Therefore, not only government and private individuals but also the corporate sector is playing its role in making India totally clean.

How to get Involved in the Swachh Bharat Abhiyan

Swachh Bharat Abhiyan is started to make India a clean India by the effort of all the citizens living in the country. It has been clearly declared by the Prime Minister, Narendra Modi that anyone can actively participate in the event anytime. He just need to take snaps of the dirty places and also take snaps of the same places after cleaning them and upload both, before and after snaps on the social media websites like Facebook, Twitter, etc to familiarize and motivate other common people to do the same in order to fulfill the vision of clean India.

  • Uploading Snaps on the Internet:

After such request by the Indian prime minister to the Indian public, it was started rapidly by the people of India. From the day of launching of event, people became very active and motivated, and started doing the same by taking both before and after snaps and uploaded it to the social media websites to globalize the campaign. It was also said by Narendra Modi that those who do this would really be appreciated for his/her involvement in the campaign by the government on the social media websites.

  • Celebrities Involvement in the Initiative:

Many famous personalities of the bollywood, tollywood, politicians, sports, business industries, etc such as Aamir Khan, Amitabh Bachchan, Hrithik Roshan, Sachin Tendulkar, Mridula Sinha Ji, Anil Ambani, Baba Ramdev, Shashi Tharoor, Kamal Haasan, Priyanka Chopra, M. Venkaiah Naidu, Amit Shah, Salman Khan, team of ‘Tarak Mehta Ka Oolta Chashma’ and many others participated in the campaign according to their own decided dates and uploaded their pictures on the internet via Facebook and Twitter.

  • Participation of Schools and Colleges in the Campaign:

It was also followed by the students from schools, colleges, universities, and other educational institutions. Youths of the country involved in the daily routine jobs and other business activities also participated in the event and did the same. All the activities done by famous personalities, students and youths of the country supported and encouraged common public to get involved in the campaign very actively. We as an Indian citizen just need to pick up the broom in our hand and clean all the dirty places in our surroundings to make them clean and neat.

  • Involvement of Developers and Media in the Campaign:

Most of the independent application developers have developed many mobile applications using mobile technologies to make this campaign a successful one. Electronic and print media is also boosting this campaign through their articles and news publications. Times of India newspaper has motivated people towards this campaign by publishing an article under the title ‘Desi companies beat Facebook in ‘Swachh’ apps race”. Another published article is under title “This Indian App Could Change How People Talk to Their Government”.

Nationwide Real Time Monitoring System

A ‘Nationwide Real Time Monitoring System’ has also been launched by the Government of India in order to construct toilets under this campaign aiming to attain 100% Open Defecation Free India by 2019. As of November 2018, around 88.32% villages were made Open Defecation Free and the work is still in progress.

A short film on the Swachh Bharat has been made by the NIT Rourkela PHD students to convey most important message of Swachh Bharat to people. We should participate in this mission by joining our hands together and taking this clean India initiative as an important part of our lives as the vision of clean India can only be achieved through the effort of each and every Indian citizen and not by the effort of government only.

A Movie supporting this Campaign

A movie named as ‘Toilet: Ek Prem Katha’ was released on 11 August 2017. This film was directed by Shree Narayan Singh and co-produced by Akshay Kumar and Neeraj Pandey. Lead roles were played by Akshay Kumar and Bhumi Pednekar. This movie supported the campaign of Swachh Bharat Abhiyan run by the Modi government in order to improve the sanitation conditions and promote the eradication of open defecation especially in the rural areas.

Cleanliness Initiative in UP under Swachh Bharat Abhiyan Campaign

The Chief Minister of Uttar Pradesh, Yogi Adityanath, in March 2017 has banned chewing of paan, paan masala, gutka and other tobacco based products during duty hours in all the government offices across the state when he saw betel-juice stained walls and corners during his first visit to the secretariat annex building. This initiative was started by him to ensure cleanliness in the official buildings.

  • 533 districts and 25 states were made ODF under the scheme.
  • The ‘Household Toilet Coverage’ in India has increased to 96.55% till November 2018 from 38.70% in October, 2014.
  • 745.04 lakhs people uploaded their photographs under the Swachh Bharat Abhiyan since 02 nd Oct, 2014.

‘Swachh Bharat Abhiyan’ or ‘Clean India Mission’ is the best tribute that we can give to Mahatma Gandhi. The initiative has started showing its results in the past few years and a sense of responsibility has been evoked in the minds of the citizens. There is a huge participation in the campaign from all the corners of the nation. The drive has taken the face of a national movement and people are joining hands to clean their surroundings and environment.

The Clean India Mission is not only the responsibility of the government but it needs the unanimous support of its people to achieve its goal. If the same zeal and zest continues forever then the day is not very far when there will neither be a single heap of garbage nor a particle of dirt in our surrounding. And this will be the day when we can pay tribute to Mahatma Gandhi in real means.
